Rule changes are made once a year by administrative protocol with the approval of the International President, the International President-Elect, and the Executive Director. Changes are highlighted by a mark (♦) in the left margin in Speech Contest Rulebook 2014 (Item 1171 or Item 1171dcd).

Attached are the following:

• Free digital copy of Speech Contest Rulebook 2014 (Item 1171dcd) or purchase a printed copy through the Toastmasters online store. This is beneficial for all contest organizers, helpers, judges, and contestants to review Speech Contest Rulebook 2014.
  
  A complimentary copy of next year's Contest Rulebook 2014 was sent in October to club presidents, district governors, lieutenant governors and region advisers. The
  
  Contest Rulebook 2014 changes are based on improvements from previous rulebooks published yearly. Please be familiar with the current up-to-date rulebook.
  
  

• "Explanations of Changes to Speech Contest Rulebook: 2013 to 2014" published by Toastmasters International.
  
  During Daniel Rex (Toastmasters International Executive Director) visit in Formosa Toastmasters Club Meeting on April 17, 2013, I requested to Daniel for summary and explanation of changes to the contest rulebook. Daniel Rex responded during the Q&A session that Toastmasters International will provide that summary and explanations to Speech Contest Rulebook 2014.
