3. Selection Sequence
A. Club, area, division, district. Each club in good standing is permitted to choose its contestant for each area speech contest by whatever means the club desires. If a contest is held, it must comply with the rules in this manual, and the contest result is final. The area speech contest winner then proceeds to the division contest, if applicable. The
division winner then proceeds to the district contest.

Numerous inquiries have been received recently about the .number of contestant can be allowed from each club to compete in the area contest. This letter is to clarify that the number of contestant can be advanced from each club to compete in the area contest for the International Speech Contest and Table Topics Speech Contest is ‘one’ for each contest in Spring Conference 2014.
最近接到許多有關各分會能派幾位參賽者到區部參加區部演講比賽的詢問。本文件係闡明各分會派到區部參加區部今年春季大會各演講比賽的參賽者人數為: 一種比賽一位參賽者。
According to Toastmasters International Speech Contest Rulebook, Rule 3.B states that ‘Eight weeks prior to the contest, if an area has four assigned clubs or fewer in good standing, districts have the option to allow two contestants from each club to compete in the area contest.’
依據世界總會發行的演講比賽規則手冊，規則3.B說: 比賽前八週，如果一個分區僅有四個或更少的有效分會，總部有權決定是否允許該區的各分會選送二位參加者參加區級比賽。
In D67 Fall Conference 2013, this issue has been raised and discussed during the Excom Meeting, 11/24/2013. It was decided then that, for the contests in D67 Spring Conference 2014, District would not exercise the option to allow two contestants from each club to compete in the area contest. A mail was sent out in regards to the above decision to Division Governors for distribution subsequently.
在去年秋季大會中這個問題曾在2013.11.24的總會幹部會議中提出及討論。當時決定今年春季大會的演講比賽，總會不會允許分區的各分會選送二位參加者參加區級比賽。之後，並發函通知各分部總監上述的決定及請轉函其會員。
Since there will be only one contestant allowed to advance from club contest to area contest for each contest in spring 2014, please plan your area contest accordingly. For those areas with only a few clubs, a joint area contest within your division may be a good option to consider.
因為今年春季大會中的各類演講比賽，每種比賽各分會僅可送一位參賽者參加分區比賽，請您小心規劃您分區的比賽。對那些僅有少許分會的區部，也許舉辦聯合分區比賽也是個好方法。
Other than the change above, we will advance our contestants as before and in accordance with the rulebook stated above.
除了上述的變動，比賽者參賽方式其他照舊並依循比賽手冊規定。
